I could be wrong, but I don't think faraday will protect against a natural phenomenon such as a solar flare or magnetic pole flip. The sheer amount of energy could turn the cage itself into a microwave oven.
Regardless, the barges would be useless with the rest of the infrastructure fried, including everyone's personal access ports like home computers and cell phones.

A good faraday cage would protect up to mass-extinction-level solar-flares.
I doubt that any system we design would survive simply because unsinkable ships inevitably sink.
