I can maybe see the original count being 1077 to 18 and an extra zero getting inserted between the two sevens. It's unlikely, but I do data entry all day and I have made stranger fat fingering/muscle memory errors myself.
Frankly, the two things that concern me more are the margin of the "correct" numbers, which is equally absurd, even for Dekalb, and the fact that there was no error-checking/validation of the fact that 10,000 more votes were tabulated than people who voted.

Also...the fucking voter rolls. Your area never had more than around 1k votes in previous elections, then why in the fuck would it be 10k now?
