Not to intrude, but ProfessionalCourtesy is correct. For "effect" you would have to rewrite it as "The fact that most of these orders don't have an effect on most businesses". In your original comment, you were using the word as a verb, so it should've been "affect".

Effect is only used as a verb in certain cases, where the meaning of it is "to bring about", such as:

I want to effect change in the government.
