There needs to be repercussions when you are willfully and knowingly derelict in your duties. I'm not even saying legal ones, though you'd probably need them.

When you don't fulfill your duty to your people and the party, there is an examination by internal party members. Upon finding you are guilty of dereliction, you face loss of pension and retirement, barring from all forms of public office, 10 year monitoring of your finances and your family's finances to check for kickbacks and bribery.

There should also be a mechanism by which constituents can call for the investigation. Right now, you get elected and don't face any consequences....
