I just scrolled through the document. I'm a layman, but for me it is clear: They simply didn't follow the law. They did not do the "hand recount" by hand. They did not verify the signatures during signature verification. They did not allow observers to observe. Unmarked, unattended and unsealed boxes or bags of ballots, that could have been vulnerable for hours.
