In Az the mail in ballots say specifically to use blue or black ink NO SHARPIES.

Curious email - the "from" and "to" lines are both Kelly Dixon. How was this document obtained? Am I missing something?
Probably BCC'd all of the recipients, including herself to confirm the message was sent.
