This is how the Roman Republic became an autocracy

Starting in 133 BC, Roman politicians began breaking already established rules in, or making up entirely new rules to, the Roman Constitution.

They did it so often that in just over 100 years, the constitution became completely meaningless and thus the door was opened to autocratic rule.

Technically is that is how the 10th amendment works. If the Constitution doesn't say it's Federal, then it's state and if the State constitution doesn't say it's not allowed then lawmakers can make a law or give the governor the powers to enact a decree to the same effect as if there was a law.

So yes governors in fact HAVE the power to impose upon the people mandates.... unless they violate state or federal constitutionally protected rights or the lawmakers pass a law forbidding the governor from doing so.

No it specifically says that states handle their own. The same way a Sherrif can tell a governor to bite his ass and not enforce a mandate.

The Republic system is very clever in that the people decide who affects them the most locally.
