No it specifically says that states handle their own. The same way a Sherrif can tell a governor to bite his ass and not enforce a mandate.

The Republic system is very clever in that the people decide who affects them the most locally.

Yes which is why these orders when challenged are in most cases declared unconstitutional. Don't forget SCOTUS with Roberts swinging for the other team declared religious facilities could be forced to limit attendees if every other business also had limits.
