Absentee ballots limited to homebound, nursing home, military or proof of business travel. Notary required with signature.

Unique voter number on each ballot so it can be traced to the original envelope. Oh, my ballot isn't secret though! Fuck you, if you vote absentee then live with it. The ID# would only be available for election staff to see.

All paper ballots, and add extra polling places to handle crowds.

Voting happens on VOTING DAY, declare it a national holiday. No more voting MONTH. This is how it was always done up until about 15 years ago. Hell, make it a Saturday too. This way the people that produce are not disenfranchised!

Count in the open in the polling places in front of everyone who wants to attend. Ballots never leave the middle of the room in a clear plexiglass locked box. Just open it up and count at the end of the night. Report results by phone with witnesses.

I have read your post and I find your suggestion great! This will improve the verifiability of ballots in future elections. I do not dig deeper into applicability relatimg human resources. But I have a question because I may have missed something.

In recent events there have been reports of wrong ballot counts being given to the tally. I think you can imagine a box labelled wrongly by a crooked staff and not checked twice. Does your new approach to voting have a measure against this and how does it play out?
