Shouldn't we be able to verify the votes if that's the case. See if they are from Georgia residents. I think it actually is a county unfortunately. I checked when it was published and it was done in 2014.

But I just pointed out a perfectly reasonable explanation for why Floyd county has ballots from a voting district named North Carolina voting district that resides in Floyd county.... Obviously it looks strange at first glance if you don't know Floyd county has a North Carolina voting district why continue to hone in on that when there is so much else wrong?
