I agree, this will come down to multiple states ignoring the Constitution when reshaping their laws just prior to the election.

Huh? The "verbiage" is right smack dab on the graphic in big letters: "The right of citizens of the United State to vote shall not be denied."

The cite? The cite is right smack dab on the graphic in big letters: The Constitution of the United States. If you can't find a copy, it probably won't matter. That language appears in four of the amendments.
