Sounds like they're making SpecOps its own department within the DOD that has civilian leadership like the Army/Navy/Air/Space Forces who reports to the Secretary of Defense. This could mean multiple things, more accountability for DOD black operations around the globe and more importantly, that the US is going to start building its asymmetric warfare capabilities.
In other words, US military strategy is shifting away from the conventional standing army occupations to in-and-out special ops while controlling the seas, sky and space. So less Afghanistan nation-building wars and more hits put out on terrorists like Soleimani.
That's what I got from it, that it was an internal DOD organizational change. But this post and many others are saying it put civilian intelligence agencies under Sec Def, which I didn't see in the announcement speeches. Did I miss something?
SOCOM is split up between all branches of the military. What I gather is this will be more centralized around SOCOM, which will be headed by a civilian like the Army, Navy and Air Force.
I don't think this has anything directly to do with the CIA, either, if that's what you're asking. Although I suspect this move is to prevent the CIA from fucking shit up like they did in Syria...and, well, everywhere else they go. I would hope covert ops would now go through SOCOM, not those weasels in Langley who should be focused on intel gathering anyway.
