Each service, Army, Navy, Air Force, has a secretary. Marines fall under the Navy Secretary. Now we've added a fourth Secretary for Special Operations who reports directly to the Secretary of Defense. There are also Under Secretaries for Policy, Intelligence, etc... This is my best guess.
