Listen again. They both say they are putting Special Forces under one unified Command responsible directly to the Secretary, who is a civilian. Military Special Forces, that way iof you need USAF and NAVY both on your Op you have it all in house. This makes command and control much easier and efficient and increases operational security.
Instead of having to go thru the Navy Command and Air Force Command and all their offices and objections and foot dragging now you have it right there at your beck and call.
