I had a similar thought earlier today. It was just like yours except state officials were just inept as opposed to participating. Trump's legal team is using this process to gather more information on all the fraud. The pristine ballots are a big deal and gives us something else to look at during the official recount and in other states.

Also, if he was neutral he would have allowed the Republicans to have observers at the recount, rather than just one for 10 tables. Also, and he definitely wouldn't have changed to voting rules just before the elections so that signatures didn't have to be verified.

My Raffensperger theory is that he gets arrested right after certifying the original results (that are now clearly total bullshit). I think he's in one of those positions where no matter what he does, someone's going to wreck his whole day.
