The Wisconsin recount laws are very strict which is why they are illegally trying to change them at the 11th hour. This tells me that they know Trump likely won Wisconsin.
Yes and they're changing them after his legal challenge, which is based on current rules. End result it they end up throwing out the improper recount and have to certify the original count.
As a follow up, Scott Walker said they lost a Supreme Court election in WI by a couple hundred votes. After the recount WI recount process, they discovered they won by 7,000. And that was with vastly lower turnout and no mail ballots.

Wouldn't it follow that the rules for recount are set when the ballots were cast, so changing the rules after the fact I can't see impacting it -- if it does surely they'll sue.

I think that would trigger a trip to the United States Supreme Court for trying to retroactively change election rules that affect the entire nation. You can have state rules, but you cant change them to suit your purpose like Pennsylvania also did in allowing votes in past the deadline.
