I think I got it.

It's saying that it is impossible that 1) the multiple ballot drops not only all come to the same ratio but 2) that these ratios differ from the pre-drop vote ratio

If that is correct I'd be interested if someone could explain how point (2) would be impossible. Point one is self-evidently fraud.
