Dean fucked up. The Democrats lost all the votes on changes to the manual. As a last effort they tried to remove the manual from the order. Mark was being a snake, and Dean called him out. Mark countered by playing the victim and double teaming to demoralize Dean. Bob questioned the motion a bit, but Dean was the brains of the operation. The entirety of paragraph 4 got removed. Dean puts up a good fight, but it's a tough game.
