I don't understand what's going on here at all. First they say no, then they say yes, but then Trump says they never actually signed anything to begin with, then they change their mind again and say no, but now I'm hearing it was already certified. So what actually happened? They certified the votes but then after the paperwork went through they're trying to say "yeah we caved, but now looking back we believe we should have said no"? I don't get it. Are the votes certified or not?
