Hand marked ballots only. Voter ID at the polls. Proof of citizenship required to register to vote. In-person voting with absentees only allowed for deployed military, documented medical condition, and maybe a few other exceptional cases with documentation.
I am okay with machines being involved but never to count the actual votes. Machines should be used to gather the ballots. They would:
Count the total number of votes, so ballots can't just "go missing".
Record the details of the ballot submitter (part of my idea involves ballots being printed on-the-spot but have codes baked into them that contains all the detailed voter information, including a digitized signature sample). Ballots are printed on-the-spot after you "unlock" your voter registration with your chip-and-pin photograph ID.
They photograph the ballots.
They stamp the ballot with time, serial number, location, and maybe the name of the poll worker operating the machine.
Extracting the signature data from the encoded information, they print a "sample" signature on the ballot next to where the voter would sign. The voter cannot see this signature since it's printed while the ballot is being locked away in the machine.
They record a hash of the voter digital information, and report it back with the numbers. If two hashes match, it means that voter voted twice. Penalty is minimum 50 years, to death.
The actual tallying up should be done by hand, with multiple witnesses, under full video surveillance.
