If you’re in Dearborn or Melvindale your absentee ballot will (usually) be counted by your precinct, but if you’re in one of city of Detroit’s precincts, your counting will be done at the TCF Center in downtown Detroit.
Because nobody is a registered voter to the TCF centre, the registered voters for AV Counting board 113 will be set as 0.
