My understanding is the algorithm was set to flip a certain % of votes. The large margin Trump was winning by wasn't going to be covered by the % they set to flip, so they had to manufacture X number of fake ballots to make up that large difference which is what happened in multiple states all at exactly the same time.
I was under the impressions that paper ballots can't be manipulated because they can be hand counted after the fact to prove fraud.
If you vote in person electronically, then there is no paper trail. They realized that the weighting wasn't going to be enough so they put more "verifiable" biden votes at 4am to cover the deficit.
I’m in GA and when you vote on the machine, it prints out a piece of paper with your vote choices and a bar code on top. Then I took the paper and scanned it into a big machine. So, if the machine is scanning the bar code, the algorithm could have changed my vote at the time of the scan.
You feed it into what looks like a large trash can with a scanner on top. So more like a printer Than a grocery scanner but it’s scanning as it feeds into the trash can looking container.
i also suspect they were running up against the total number of registered voters. Any wise code cheater would hard program such a limit to avoid the "tell".
Sometimes I think about what they did, and it was so wildly obvious that I feel like it was on purpose. I feel like they want a fight and for this to drive another wedge into this country's populous to divide us even further.

The way to do it would be to have a pseudo-random chance to switch a vote, not to use individual vote weighting or total manipulation.
To redo your example:
Settings are set to swap 25% of Trump votes to Biden votes.
In a batch of 100 votes, Trump receives 60 legitimate ballots, Biden receives 40 legitimate ballots.
As the votes are counted, if the vote is for Trump the computer "rolls a 4 sided dice" and if it comes up one, it adds the vote to Biden's total instead of Trump. On Average, 25% of Trump's votes (15) switch to Biden, as they're being counted.
Totals: Trump gets 45 (legitimate) votes. Biden gets 40 (legitimate) + 15 (stolen) = 55 votes. Which adds up neatly to 100.
With randomness, the amount switched would vary, but with numbers in the hundreds, the average will work out to right where you want. And you could just do "every 4th vote" or something.
No after the fact cleanup necessary, and you don't need to know the final totals before you do it. All the action happens in the bowels of the total incrementing code.
This is speculative, though. I'm just saying how the way it obviously would be done, if it were to be done.
Add in the vote dropping scenario to one of the faces of your "dice". I wonder if it was added later, i.e. after they stopped counting so they could patch the machines with the new feature.
