I'm confused on how that works. Don't they just flip a certain number of votes? Are they adding votes? Subtracting votes?

Why can't their algorithm handle a large margin?

My understanding is the algorithm was set to flip a certain % of votes. The large margin Trump was winning by wasn't going to be covered by the % they set to flip, so they had to manufacture X number of fake ballots to make up that large difference which is what happened in multiple states all at exactly the same time.

i also suspect they were running up against the total number of registered voters. Any wise code cheater would hard program such a limit to avoid the "tell".
