International relations don’t normally allow foreign forces to raid buildings/companies in a different country. It’s all very weird to me.
I think their plan was to pretend the server raid is/was totally unrelated to anything election oriented. If they were to raise a stink it would be admitting and drawing attention to something they are trying to cover up???? My conjecture

Depends entirely upon the methodology used. If they went in with guys rappelling through windows and waving guns about at civilian nerds in the data center, then yeah, big incident.
