They're counting on most people not realizing what they're doing is illegal. If told to do something, the mindless drones will. That's how they've been brainwashed to function by schools. Train people to be cubicle workers and just do as they're told, and that's what they'll do with everything else.
As to why the patriots that know better are following these mandates, that I can't explain. Governors know the cubicle people outnumber critical thinkers, so they don't bother with martial law. Most of the courts are on their side anyway.
Patriots are scared of being thrown in jail for daring to defy. They want to keep their jobs or not be fined. I know we all say that we would fight, and I guarantee we would, but nobody is really rushing to throw their life away just to stand alone.
