The certification is for electors so that would not impact the down ballot. Now if they are forced to remove the invalid votes and conduct a recount and audit, if possilble, then they can be seated. I think the end game is to throw this ti the House and Senate for Pres.
The certification legally establishes the winners in an election. If they don't certify then there are no winners. If so, it would be unintended collateral damage in the House, but a short term boon for the Senate and McConnell's bid to appoint as many of POTUS judicial nominees as is humanly possible.
