Legit question: can a President who had 2 terms run again as VP and get 9 (non consecutive) years as pres that way?

I dont think so. We will need an act of Congress for the 3rd term.

So in that case the hypotetical former pres. Vp would have to step down immediately in case his pres died or stepped down if Congress doesn't rule an exception to the 2 terms amendment, correct?

I'm fairly certain a 2 term pres. cannot hold the office a third term without congress.

Only loophole is a VP becoming president. Terms under 2 years don't count as a term. Theoretically someone could spend half their life after 35 as president
