No, Diebold is the hardware manufacturer, half of the ATM machines around the world are using it's hardware. Dominion machines are manufactured by Diebold.

Diebold bought Global Election Systems, their voting machine branch. After a DOJ antitrust settlement, they scatter around into Dominion, Premier and ES&S. Are those companies related? We don't know, since they are private equity companies.
