I just saw that two people are refusing to certify the election in Fulton County. Can the state certify if there are counties that don’t certify?

People who refused to certify should feel at ease when the certification gets overturned and Sidney Powell start suing the hell out of these counties who knowingly certified possible fraudulent votes. The ones who certified can not escape by saying no one told them if someone said it’s fraudulent.
