D.C. won't become a state. There is already precedent. The Founding Fathers realized they didn't have the right to take state land for the capital, and immediately tried to give it back (Retrocession).
The law was that federal buildings had to be on the MD side (every wonder why all the old govt buildings are in that side?) And NoVA quickly because a shithole.
Eventually VA took their land back (1843?). The area known as DC belongs go the state of MD. If the govt no longer wants it as tbe seat of govt, they need to retrocede it to MD.

They do need agreement from 38 of 50 states. Last time I checked, that isn't going to happen.
