Because they are elected and not appointed. Police chiefs are appointed by Mayors and are their bitch for the most part. California wants to make Sheriff’s be appointed, they are pushing it big time in Los Angeles.
Nothing is being enforced around here in the south bay as far as curfews or smaller parties goes. Maybe in SF or Oakland, but not here. There's no public statement saying they won't, but their actions say it all.

Add in the ones who aren't enforcing his other orders then you realize he is only really controlling the bay area anymore. But they seem to like it.
