Not quite, the article claimed a TDW user posted purchased voter rolls on a website frequented by criminals. They used plenty of weasel words to avoid potential defamation lawsuits there. It's shitty, but they kept their toes JUST this side of the law.

These are weasel words HEAVILY IMPLYING TDW is a criminal website, but does NOT directly make the claim.

"The data was allegedly purchased by someone on the website the "thedonald[.]win" and then posted for anyone to access on Raidforums, which Digital Shadows described as a popular cybercriminal forum."

This is the section where they make the criminal connection. As I said, Fox is being super shitty about this, but there are no grounds here for a defamation case by TDW. The most Fox does is imply. If anyone has a defamation case for this, it would be Raidforums, since that is the site which is being called a "cybercriminal forum" and "a popular cybercriminal forum."
