Or, you know, Frankfurt is one of the largest Data Centers in the world, where traffic from Russia, the Middle East, and North Africa all gets routed to join the main internet all hosted in a country the US has numerous bilateral and multilateral treaties with making it some of the friendliest soil FOR such activities. Meaning it is literally THE middle and possibly the ONLY viable place if you'd like to perform a Man-in-the-Middle cyber attack against 3 massive area's of interest to the US? Including one of our two global rivals, and the two area's where the bulk of our counter-terrorism operations take place? I for one can't possibly imagine why one of the largest hubs of data in the entire world used by numerous enemies and rivals to the US would be of interest to an organization who's stated organizational goals are to monitor and influence enemies and rivals of the US for the benefit of the US interests...
