I read that SMOTEboost paper she linked to from the researcher she's alleging is involved with Dominion. The paper basically describes an algorithm to amplify a minority in a sample of a dataset. The original purpose was to amplify anamolies to make them easier to detect. But for sure it could be used to amplify the votes for a minority party in an election. Since it works off a weighted mechanism it sounds a lot like what Dr. Shiva describes in his videos.
