That the number of registered voters is greater than the voting population is evidence that there is a huge opportunity for fraud. The motivation is power.

Motive and opportunity are necessary to build a case. It is not all the evidence, but it is essential.

Excess voter registration is also a powerful fact for swaying public opinion. It is easy to understand that something is fishy when you have more people registered than actual people.
