The graph is wrong to say 96%. 134,866/149,772 is 90%.
It may be an honest mistake as 5 seconds earlier there was another batch of 10k. (entry 465 in timeseries in json) that may be included in the 96% calculation, but if you're going to use this in court you need it to be unimpeachable.
Nothing about this fills me with confidence. I kind of assumed they would have already gone through all this data and created much better graphs, not using random pictures from people on twitter.
Edit: as everyone is pointing out, he didn't say "your" chart, he obviously meant "charts like these ones"
