The DIA has a bigger information network than the CIA and stricter hiring policies (military men) mean the CIA has a harder time getting double agents into the DIA than vice-versa, which means tighter information control. Most likely given Trump's recent direct assumption of control over DoD chains of command I really doubt that the CIA has anything at this point. Jules wouldn't be so smug if he didn't have anything, Sidney is being deliberately ambiguous.
