It wasn't performed because SCRM is only done at the federal level. What voting and tabulation methods are used aren't even made at a state level, it's all the way down at the county level.
It needs to start happening at the federal level though. We need CISA, or DISA in conjunction with DHS to create a standardized voting system for use in all elections.
The fed already has secure ID's in the form of PIV cards. There's already a department and a branch there for doing this. We just need to give them more funding, and make a national mandate for PKI based voting with PIV based voter ID tied to your SSN (Since SS already tracks birthday/age/death)
