Biden is a dud candidate. in 2016 and 20, Trump voters simply overpowered the subtle algorithms that change votes, hence they had to stop counting and regroup. I don't remember states having to stop their counts in 2016. States have never, in modern television reporting, completely stopped their counts all at the same time on election night.
