Looks like they're bringing in the White House Christmas tree. That looks like a very up close shot of maybe some kind of framing used to transport it. Or this pic could be from back when they did the updates to the lawn and had some trees removed.
This is exactly that. Except they're setting up trees in front of the Capitol. Watching live and thought it looked cool. But that comment was about what they're building on the White House lawn. I've been watching all week on the live feed.
