I lived with a roommate for 5 years that worked for a shredding and secure document storage company. He's retired now, but he used to drive a truck like this. There are established protocol that must be followed.

There has to be a complete documentation of the chain of custody. When documents are destroyed, it must be documented. That documentation must record the complete identity of the destroyed documents.
When the choice is something illegal (stealing garbage) vs letting evidence be destroyed, i say lets do the illegal thing. We can't always play by the rules.
