It's not trash and grabbing it would be illegal not to mention potentially dangerous. The criminals must be in a big rush because they let someone get close enough to take pictures. I lived with a roommate for 5 years that worked for a shredding and secure document storage company. He's retired now, but he used to drive a truck like this. There are established protocol that must be followed.

Oh wow. I've done so many things over the decade that I forget what I know. I was trained in document control while in the military. All official government documents follow the same standard. There has to be a complete documentation of the chain of custody. When documents are destroyed, it must be documented. That documentation must record the complete identity of the destroyed documents.

Not sure if I even believe this stuff. The ways it's set up, you never ACTUALLY see anything. Everything is just hinted at. Maybe it's a disinformation scheme or something.

The only other explaination is that these people are retarded and incompetent.
