If the GA vote is "certified" and the ballots and envelopes are "official records", is it not possible for anyone to request to view these records now through a record request?

I don't understand why they didn't do signature verification before, and I really don't get how only one side can view these ballots in these major cities, but now can't anyone request to view them?
