after it got out, the CCP deliberately let millions of chinese spread the virus all over the world as they returned from the chinese new year so that the chinese economy would not be the only one damaged by the virus.
In other words, point 1 was an accident because the chinese are generally incompetent, and point 2 was a deliberate (evil) reaction to the accident.

There's little I would put past China or the democrats, but I lean towards their incompetence letting this bug loose. They never let a good crisis go to waste though.
