I wasn't thinking they manufacturered ballots to support the Dominion system as well, but rather just stopped the count to determine what level of vote switching they needed and to make the switch. I skimmed the affidavit from the guy describing how Dominion was utilized in Venezuela, and I guess I thought the vote count stop was more of just a tabulation/computation pause then to generate authenticating evidence.
