This basically explains how small CPU's could talk to each other and analyze huge amounts of data to make predictions about the data in real time. This algorithm is exactly what a voting machine would need to process voting data and make intelligent decisions to adjust the votes. Furthermore, this was published in 2001, DVS was founded in 2002.

If you look him up, aside from being a very accomplished Data Analytics Professor at Temple, he is also a Foreign Academician at the Serbian Academy of Sciences and Arts.
