Had this idea floating around in my head since Reddit inception days and seems applicable now:

If we had a primary section that was subdivided into every state and then you can submit an ACTION idea for that particular state and everybody votes on the action ideas. Popular actions are voted up and then everyone goes out and participates on the most popular ones. It could be used for raising money for ideas too.

IE Wave flags at your major intersection at 3pm Boat Parades Meet at Capital Building. Etc
