I've worked in offices that have large outdoor trash bin sized containers that are locked. You put shred material through a slot, then they pick them up once a week to ship to a destruction facility.
They should be looking through the trash. Might be hard to put back together exactly whose ballots were shredded, but even as confetti, you can identify what it is, and weigh it to determine how many were destroyed.

Anyone seeing anything hinky should film, but also call in a possible fire. You smell smoke. They can't prove you didn't. You will get all authorities showing up. The attention should cause a stop to any activities. Also, when possible, call the Sheriff's office, not city police. City police are being kept on leashes all over.

There has to be evidence within the shred material. Even with the smallest cut setting it should be obvious what the material originally was

Start scanning all the shreds and run it through a visual reassembly software, if possible.
May be important to get at least get a couple put back together just to show the courts of this unnecessarily quick destruction of probable ballots.
Can also do a spectral analysis of the probably unique paper. Just need a pinch of the sheads for that.
