Investigators need legal probable cause. Like a whistleblower. There's legitimate stuff that needs to be shredded for privacy so just having a shredding company show up isn't cause... even though you and I know they're up to no good.
These professional companies don't use even cross cut, they turn it into powder. There's nothing left.

They're prob shredding ballots printed on standard stock paper and replacing them with thick-stock fake ballots.
Shouldn't some police authority investigate it then? Take the shredded stuff and examine what is it, or keep as evidence? Are they all asleep?
