This can be done. It really only requires each county to adopt resolutions that state they wish to withdraw from their respective states and join a new state.
Each state legislature has to approve it, which they won't but that's a good thing!
The reason is immediately upon denying the people the right to create a new state there is a federal constitutional infringement claim that can be made to the SCOTUS.
It has to get that far first so there is standing to sue.
