Not only that, he can renew and extend said powers as he sees fit. This is a gross exploitation of what was designed as a cold war response, or a response in the event of a natural disaster. I doubt that even that gives him authority to make laws that call for a fine or prison time. This is America. One man can't do that. We fought a revolution because of that. None of that bullshit will stand up in court. It's all meant to intimidate.
While I am aware of a potential $1000 fine, or 90 days in jail, I have heard nothing about a $25k fine for "threatening to do so anyway". That is likely hyperbole. Walz is quoted as saying that he will not have police patrolling and is asking people to follow the mandate. As such, I think he is aware that actually attempting to convict people who do not comply won't wash. I think the potential fine and jail time are inserted into the language of the mandate to intimidate low-info normies.
If the Governor decrees that there is an emergency, yes. There have been at least five "special sessions" called in an attempt to end his emergency declaration. All of them have failed. Before each, I have recieved emails from the MN GOP asking to add my name to an alleged petition to send a message that we want to end said declaration, which of course leads to a contribution page. They know damn well they aren't going to do shit, and as such, I have not donated.

His previous orders haven't been quite this intrusive, but still managing to seriously damage small businesses here (and of course he's begging the feds for relief). This is the first time he's gone to this extent since his first lockdown when wuflu started. And it's comes quite literally on the heels of (just over a week) his mandate that no more than three households and no more than ten people could gather. He has no idea what he's doing and no one can really do anything about it. I suppose if enough people actually disregarded his mandate and attempted to sue on the basis of curtailing their Constitutional rights, it could get appealed to the SCOTUS.

The cure cannot be worse than the disease. Your ‘professionals’ admit these measures are causing mental health issues for people, yet you are still maintaining the position that healthy people catching a cold is worse than making healthy people mentally ill. How do you reconcile that twisted logic?
And the numbers show MOST people do not end up in ICU. MOST people have limited infection complications. Yet your response is to treat this in an extreme measure – threatening to bring down the force of LAW with FINES and JAIL time, not for spreading a disease, but for behaving normally!
